We have recently been notified by the Health Insurance Organization (HIO) that simply holding a permanent residency card (MEUK3 / Yellow Card) is no longer enough to automatically qualify for Cyprus’s General Healthcare System (GESY).
If you have recently lost your GESY access, please read the criteria below to understand why this is happening and, most importantly, how you can get your access back.
Why has my access changed?
GESY is a system funded by active financial contributions. Because of post-Brexit rules, if you are a UK national who is of working age but unemployed, or retired, but not yet receiving a UK State Pension, you do not automatically contribute to the system.
Under HIO rules, residency alone does not grant free healthcare. If you fall into this gap, the Cyprus Migration Department requires you to hold private medical insurance to cover emergencies and basic care.
The Core Policy Rules: Who Qualifies for GESY?
To have active beneficiary access to GESY, UK nationals must meet at least one of the following criteria:
- Employed Individuals: You are legally working in Cyprus and actively contributing to the Social Insurance Scheme via your payroll.
- S1 Document Holders: You are a British State Pensioner and have registered your S1 form (which transfers your healthcare funding from the UK to Cyprus) with the Ministry of Health.
- Dependents: You are the legal dependent/spouse of someone who qualifies via work or an S1 form.
ACTION PLAN: How to Rejoin GESY
If your access has been revoked, you have two primary pathways to get back into the system:
- Register as a Dependent
If your spouse or parent is legally working in Cyprus and contributing to social insurance, they can add you to their GESY account as a family dependent. - Register via a Spouse’s S1 Form
If your spouse is eligible for or receives a UK State Pension and holds an S1 form, you can be added to it.
- Step 1: Contact the UK Overseas Healthcare Team (DWP) to add you to the S1 document.
- Step 2: Take the updated document to your local Citizen Service Center (KEP) or the Ministry of Health to update your medical card status.
- Step 3: Contact our reception team, and we will happily assist you in linking your updated status back into the GESY portal.
⚠️ A Critical Warning Regarding the UK NHS
Please note that you cannot be registered with Cyprus GESY and the UK NHS at the same time.
With the UK’s electronic border systems and information sharing between HMRC, the DWP, and the NHS, authorities actively track how many days you spend outside the UK. If you live in Cyprus permanently, you will likely fail the NHS “Ordinary Residence Test” and lose your right to free non-emergency NHS care when visiting the UK.
You will, of course, retain access to emergency treatment when visiting the UK should you fall ill.
Note to EU Citizens: This change does not affect EU nationals with an MEU3. Under EU Freedom of Movement laws, EU permanent residents receive equal healthcare treatment to Cypriot citizens without needing an active employment or tax prerequisite.
